If you enable the "Total votes" link on a given view, that issue has no votes, and then you vote on it, the "1 total votes" link doesn't appear. The "Total votes:" row in the issue metadata table is properly incremented. For now, I just turned off the "total votes" link on full project views, since it was redundant with the metadata table and the "Votes" tab. We should consider making that the default: link only on teasers, widget only on full issue nodes if nothing else.

this is most easily fixed by simply including the link even if there are zero votes. i also fixed the destination for the link, which was pointing at the old project-issue-voting instead of the new project-issue-votes

i set the default as 'full' for widget, and 'teaser' for link. i think those are reasonable. feel free to create another issue if you want to debate those selections :)
