add quarterly option

Hello

Great module, I thought that a quarterly option would be cool too, so I added various bits and bobs to make it happen in my version of the comment_closer.module

Its basically exactly the same as the existing module, all I did was add the appropriate insertions where needed.

Untested, but should work just fine.
