Should memetracker depend on machine_learning_api?

Kyle - I'm still just looking at code, so that's where I'm coming from with this.

I would have expected memetracker to depend on machine_learning_api instead of the way it is now. I guess I just think of an API as more of a base level piece of code. I'm sure there will be follow-on modules that will depend on memetracker, so memetracker may end up being a base level module, but it still seems like the machine_learning_api module would be even "baser" if that's a word.

Could you please clear this up for me? It's probably just my lack of understanding of the project.
