In my opinion, it makes the most sense for a reader if the oldest shout is at the top of the shoutbox.

However, when viewing the "All Shouts" page, this setting makes it very difficult to follow. The log should be newest to oldest.

I suggest having the ability to choose the display for the "All Shouts" page in addition to the shoutbox.

Seems a like a very specific need that will not benefit most people. You can achieve this in your theme.
