Would be more useful if you could specify by transition

Hello. I have a large form and workflow. The problem I am facing is that I need some fields to be required only for handoff transitions. I need for them to be *not required* for draft transitions (transition from creation to save, for example, so the creator can keep drafting before handoff). I was really hoping this module would help with that, but it looks like this is only about what's required at a given state. Interestingly, that was never a problem for me (I have workflow and workflow fields implemented and the appropriate required fields were flagged at each state).
