The attached patch reworks the text on the modules page so that (I think) it flows a bit better, and is arguably more clear.

Other suggestions welcome, of course.

(By the way, this is part of my now perennial request to look at most of the UI strings with a very critical eye.)

There is a proof of concept module in the making for this - should be usable by drupalcon. this just as an info about reorganizing modules page.
