Views Actions Links permission settings won't save

I have Views Action Links 5.x-1.1 with Views 5.x-1.6, and whenever I try to set the permissions for Views Action Links they won't save. The role entry in the permission table is updated with other permissions, just not this one. Only admin can use the links. I've tried uninstalling and reinstalling Views Action Links, but no change. This setup used to work. I'm not sure when it stopped working.

Manually adding the permissions to the database did work, but this seems like it may be a bug or conflict.

I no longer think this has anything to do with Views Action Links -- it appears to be a general problem with the size of the user access form being too large to save. As we don't have suhosin installed on the server, I don't know what else might be the problem, or where to file this help request.
