Keeping the same blocks and form no matter what Theme is used?

I am setting up a blogging community and I'd like, by default, that every theme conform to the same default block settings and positions (unless it is changed manually).

I know this will restrict me to only 3 column themes, but that is okay.

Is there a module that will allow me to do this?
