appearance of refine by taxonomy blocks

Issue Summary

I'm curious if the refine by taxonomy blocks only show up on "official" taxonomy pages (e.g., .../taxonomy/term/107 )

So far, I don't seem to get the blocks when I build views based on vocabularies and terms. Is this possible?
