node to approve do not show up

The 4.7 dev version does not seem to work.
I installed it.

For admin settings for a cck type, I do see the checkbox to enable approval, the box is checked, I click submit.

I turn off published as the default setting.

I post something as a regular user. It seems to be published.

When I go to admin/approval, I do see the tabs, but I see nothing to approve (I posted something as a regular user to check,)
