Locked Items shouldn't move

It would be nice if when an item was locked, it could not be moved from it's position, so it could be essentially "sticky".

This is another documented limitation -- see section 3.3
This is nearly impossible to manage, actually. If you figure out how, please post here.
The other option is to hardcode some content in the Layout layer.
