I upload new drupal website. everything was went perfect. But when i opened index.php website is not loading theme Plz Suggest

You need to provide more information in order to troubleshoot. What gets displayed when you go to the home page of your site?

My Home basically contains a image , few primary links and user login block. But it is showing the image only and above the image administrator name.And below the image feed icon. i seen my home page source from browser window there i found there is no sign of theme css file. Moreover, My themes are placed in sites/themes directory.

If your theme is within the sites folder structure, it sounds like you are using a custom theme. So, it is probably best to get back to the standard Garland theme for starters to confirm this is the issue.

Temporarily rename your sites/themes folder to sometihng like sites/themes_xxx so Drupal won't look in there for theme files.

Then login to your site as the administrator and go to site/admin/build/themes. Once there, reselect Garland as your default theme. Hopefully this will at least get you back to a working site and confirm that your issue is with whatever custom theme you are using in your current site. I

The troubleshooting FAQ has some solutions to unstyled output. Sounds basically like your active theme is pointing at the wrong path. Most often caused if folders or paths have been removed or renamed, or not copied across accurately in a migration.
See case #3 in that troubleshooting page.
