Is there a possibility to set the default state of a parent item in a submenu to be non collapsed?

Not through submenutree. When rendering menus, submenutree directly calls into the Drupal menu subsystem. You might be able to do something by going to admin/build/menu/list and setting menu items to be expanded or not expanded.
