Currently there are global block settings on the main settings page; these would be better moved into the blocks where they will be on a block-by-block basis. While we're at it, move all the block settings into the quotes_blocks table rather than using variables.

This is a database change - you MUST run update.php. I suggest a database backup before installing this feature.

Fix committed to both branches. More testing before it hits an official release would be nice.
