Module says Filtered HTML is not allowed for some roles

Any role can use Filtered HTML at any time. However, I've found that if I change the default input format to something other than Filtered HTML, and try to change it back to Filtered HTML after saving, I get the error "Role *whatever* is not allowed to use format Filtered HTML."
