Anyone know of a module that will permit visitors to selectively switch CSS to increase font size and background colors to aid those who are visually-impaired or who use JAWS which is a website reader for the blind?.

Switch themes
There may be a nicer way, but you could always just use the standard theming switching block and allow users to switch themes. You could just setup two themes, one for the standard user and an alternate view for the larger type and diff background color
