Duplicate email found, import happens anyway.

1) I did a user import of 200 users and did not email them.
2) Not seeing a way to email them after the import, I deleted all the users by using Drupal admin.
3) I confirmed all the users were deleted, and manually looked at the MySQL 'users' drupal table.
4) I removed the imported file from the User Import module.
5) I reimported the 200 users, this time sending them an email.
6) The result is this:

Clarification: that is 168 errors, with 32 claimed imported
7) However, 199 users were created, and I *hope* they all got an email.
8) I don't understand the discrepancies regarding the import errors and duplicate emails.

Why is this error occuring?
