First stable release for Drupal 5. This includes the ability to set the default Input Format on nodes, comments, and blocks (there are no plans to support other objects at this time).
Changes include:
#257312 from Rowanw - New blocks use default filter.
#235436 from mikey_p: Link in help text needed to be fixed. Also cleaned up for coding standards.
#184679 with help from keathmilligan in #222664: set default format on new blogapi posts.
