When you set as the title of the block, an empty header is displayed, i.e, just the decoration.
Please check the patch attached, I changed isset with !empty.

This is a duplicate of #172876: Block Titles bar shown even if block title empty.

add1sun, who is currently doing maintenance on this theme wanted to keep all of the discussion in the original topic. Since your patch appears to implement the solution already noted, please post it to that issue so it can be reviewed.
