When there are no posts in the moderation queue, Modr8 wrongly reports '1 post in moderation' in both its page and block.

With this patch, the page will instead show 'No posts in moderation', and the block will just be empty.

When there are one or more posts in moderation, the output remains the same as before.

for me the block says "0 posts in moderation" when the number is zero.
