OK, am feeling dense.
i have a newsletter. all headers need to be H3's. i just want to highlight the phrase and change the tag to H3, without editing code directly.
is that possible?

In your TinyMCE profile, make sure the formatselect plugin is enabled. That will give you a dropdown with the various header tags, along with preformatted and other formatting types.
