Create SimpleTest for the Coder Comment Review

Issue Summary

Now that #281399: Create Simpletest for the Coder 6.x Style Review has been committed, we need tests written for each of the 4 reviews. This task is a DROP task for creating the coder_comment.test file.

Before simpletest existed, the "Coder tests" were simply a bunch of unused include files in the tests directory. So you should find things to test by looking at tests/coder_comment.inc.

As an extra bonus, look at the includes/coder_comment.inc file and make sure that there is a test for each rule.

You should download the coder module and create a coder_comment.test file in the tests directory. You'll need to know/learn how to create a patch file that adds a new file. For this, see creating patches.
