Drupal is very nice but a bit still rough around the edges and infinitely extensible.

Is there a feedback section for the developers to take some suggestions ?

I believe the url changed-- you also have a link in your account block (Issues -> Create). Just select "drupal" as the project and complete the rest of the form as requested (version, type, etc.)

EDIT: actually, the url hasn't changed: http://drupal.org/node/add/project-issue worked for me as anonymous, just tried it.
