Default module fieldset collapsing to off

As discussed on IRC, I need to turn this off every time I install admin_menu. Not only that, but it's confusing when suddenly all the fieldsets are collapsed and you don't know what module did it, which is easy to do when you install a lot of modules at once. While I can see this being a great feature for those who like the fieldsets collapsed, starting it out turned off would keep it from changing the default behaviour on the modules page when you thought you were just installing a menu tool.
