"add comment" feature does not appear on talk tab page

I am running Drupal 5.7.
I assigned the talk option to a node type I created myself (no CCK) just default stuff.
Renamed 'talk' to 'discussion'
Admin has all permissions for comment mgmt
Anonymous has view and post
No "add comment" appears when you click on 'discussion' tab
The add comment feature remains on the node page.
Did I miss something or is this a bug?

You need to change the position of the comment form to display below the node in question.

No luck. Just did what you said but no change. Could I be missing something else?

When I reply that the proposed fix didn't work, how can you say you fixed it and close?
