how one admin can create and manage only its users

if I am superadmin, and create an admin, how can he to create user1, user2, user3, et cetera... and see/manage only them (not see others users; only the own ) ?

and how he can assign permissions them (not all permissions but only that who I how superadmin assign at he) ? so I filtered permission that it can manage;
