New triggered rule always replaces existing triggered rule

Running on Drupal 6.4.
I have two triggered rules:
1. "My rule 1. After saving new content"
2. "Example rule: When viewing an unpublished page, publish it. Content is going to be viewed"

I click on Add a New Rule.
I walk through to create a "My rule 2" for "After updating existing content".
After ensuring that I have a rule name, condition and action, I choose Save. The rule has clearly been saved.

I now go back to Triggered Rules. The rules that I see are:
1. "My rule 2. After updating existing content"
2. "Example rule: When viewing an unpublished page, publish it. Content is going to be viewed"

I have tried this multiple times with multiple types of rules, and also tried cloning the rule. Every new/cloned rule created always replaced the previously created rule.
