No. This module wont prevent duplication of terms. I suppose this is down to the site maintainer to keep the content clean.
I have also found that using features such as Free Tagging tends to lead to incredibly messy vocabularies and ends up being a HUGE job to tidy it up after months of abuse. Just my 2 cents :)

chasz commentedhi say i have 2 vocabs: news and sports......if i have discussion in both vocabs they would be 2 separate terms in terms of categorisation
so i need a module that check for "discussion" in ALL vocabs and prevent duplication of site-wide terms
