Privately message the user letting them know they have messages?
a) admin configurable queue limit ("if over 5 messages..."), b) if over 5, Druplicon will tell the $from ("This message will be delivered privately due to large queue size.", etc.), c) when messages are delivered to $recipient, Druplicon should say so publicly. some IRC clients don't pop open the PM tab/window/etc. front and center.

I think it would also be nice to be able to specify "always privately message tells"
