I applied the 2 patches mentioned in the previous issues here and the module worked in my testing except that emails did not get sent to the author upon the submission of a comment in need for approval.
I attached my module file for those of you who have trouble applying the 2 patches and for those who have a clue why the emails are not being sent out to examine.

Oh My! I was wrong, the module isn't working. New comments awaiting approval dont show on the node when author is logged in nor does an email get sent. Only the site admin gets an email and is able to see un-approved comments this comes from the comments.module not the usercomments module. I wonder if there is some conflict between them. I tried the module with and without patches, no difference (i have to say that a link to delete comment does show up when author is logged in.. but new comments are no where to be found)

Title changed to be more accurate.
Any tips will be helpful to help me troubleshoot this.

I posted a D6 port here that fixes these issues (for me).

I am no longer supporting 5.x, but I just did a bunch of tweaks for 6.x so you may want to try upgrading to see if that solves your issues.
