the INSTALL.txt instructions refer to how to enable the spellchecker using google's spellchecker api.

It looks like the config.php file format has changed in the latest versions of the spellchecker plugin for tinymce 3.x and the instructions in tinymce/INSTALL.txt should be updated to reflect those changes.
