I tried both dev and 1.3 and they both use image file names directly in generated html. This does not work in private file system settings since the image files are not accessible from the browser.
I don't know if it is a bug or missing feature but since some sort of access control is planned, I assume it should be supported. There is no point in restricting access by user role if all your image files are readable by everyone anyway.

I am using 2.3 now, with private filesystem. Some small issues but it works. Is this issue fixed?
