This is what I thought the module did:

Displayed a dropdown menu for selecting attached files for that particular node and entry. For example: I create a new blog called test. I attach 4 files. When displayed I get a dropdown of those 4 files.

What is actually happening is that I'm getting a dropdown for all blog attachments, not just ones that are attached to that particular blog entry.

Is this module capable of doing this?

Nope. This is for when you have attachments on several nodes that you want to show in several lists on one page. The nodes with the attachments are like storage folders. The node the drop downs are on is like a one-stop-shop. This is a quick-and-dirty alternative to a file browser.
