Im new, some questions about header images and background images

im using drupal 6.4 (idk if thats the issue), php5, basically clean install, just added some mods.

i have 3 issues

-cant change the background image, or keep the background image from scrolling, ive tried changeing the style.css file to no avail.

-had to upload an image to change the logo, couldnt do it by using a url. also is it possible to use a js script to rotate logos randomly between files? (i had a similar setup in phpbb3, a js file rotateing 3 "banners")

-i have a thing grey bar running accross the top of my test site right about where the leaderboard would be if i had one. Id like to get rid of this grey "box".

Also not so much issues, but questions.

What would need to be done to change the outlones/backgrounds of blocks?
