I want selected users to be able to have access to the 'Authoring information', 'Options' and 'User comments'-Settings of selected content types (e.g. nodes).
How do I give selected users the same access rights/permissions for creating and modifying content like the administrator of the site has? Is it possible at all?

So, from the massive reaction to the post above, I draw the conlusion, that it is not possible to create a user, that has exactly the same access rights/permissions like the admin user created when installing the system.
At least I couldn't find any information on this so far.
It's all about the access control
If the users are in various roles (read groups of users) you can assign their 'access control' permissions per role.
Visit ?q=admin/access to assign permissions per user role. You can then allow certain roles to have 'administer nodes' rights so that they can change the 'Authoring information', 'Options' and 'User comments' you mentioned.

But the selection menu for the 'input format' is still missing.
Is it also possible to give a user the permissions to select a different input format?
I tried all the available options on the ?q=admin/access page but the selection list for the 'input format' didn't show up so far. Maybe I'm doing something wrong again?

I just found the way to give certain users permissions on slecting the input format.
