I suspect that the state of open source software is similar in Peru to what it is here in the Dominican Republic, which is to say virtually unheard of. Most websites I see that were done by developers here are done using a heavy, heavy helping of flash to the point they are difficult to navigate.

If only I had a cluebat to beat some of those developers with...

Seriously, I have actually thought about offering classes here in Santo Domingo on web development and Drupal starting with the basics and going through to at least what it takes to put together a corporate level site.

My main hangup is that even though I am fluent in Spanish, I have never studied web development in Spanish, so I would have to do some work to get up to speed on the lingo. Also, some of the concepts are so abstract, they are difficult to communicate at all, let alone in ones second language, and in a different language than what the developers used.

That seems real, but because good developers work for compaines abroad, they are almost freelancers (like me) because there are very few companies in the "third world" with enough resources to pay the good ones, so they have to work with practicers and beginners OR they absolutely don't care about quality, they just want a "web page", big projects are very far from their pockets. Hopefully, Free/Libre Software turns that barrier lower. With Drupal, they can dismiss developer and designer, just a consultant with patience to train a "webmaster" is enough (as I'm doing locally for charities).
