Tag sets

It would be very useful for this module to allow for "tag sets" which are preset lists of tags that can be selected from. I am thinking specifically in the realm of something like the d.o handbook where we would want to tag revisions from a set list of versions (5.x, 6.x, etc.) The admin could decide if revisions can only be made from a preset list or freeform, as it is now.
