I found that when looking at taxonomy/term pages, there is no description in the source, whether it is set or not. I found that $type variable is 'none' instead of 'term'.

Have you enabled views module and have a view that has "taxonomy/term" as path?

taxonomy/term is a Drupal path, which is handled even without Views being installed (as far as I can remember).
