Splitting out from #293540: New theme to include for core. It would be good to have theme selection as one of the install steps, at least in the 'default' install profile - then other profiles could decide to do this or not.

I'm contacting boombatower to figure out how to proceed with this. I'm guessing the current automated testing isn't set up to handle changes in the installation process.

The installer triggers a warning:

This will never pass testing until the installer scripts for testing are dealt with. I've updated it a few times to bring it back in line with HEAD. I don't have the time to keep pursuing it.

Thinking this is a won't-fix, I don't think this is a decision to be made at install time. The general idea would probably be better off in #1809352: Write tour.module and add it to core

There hasn't been interest in this in 13 year. That last comment from @yoroy suggested a different approach and that this is a won't fix.

I am closing this as won't fix based on the above.
