Flood events not recognized until they are captured by cron

Currently, it's possible for users to trigger flood events that aren't recognized because the list of available flood event types isn't populated until the permissions page is visited or cron is triggered. This issue will show up only for UID 1, since UID 1 is the only user who has all permissions. Symptom: UID 1 uses contact form multiple times and is subject to flood control.

Issue #305592: Add permission for blanket flood control exemption should fix this by providing a blanket exemption permission (which, of course, UID 1 will have).
