For some reason an issue you create (the start post) is not editable. So if you make typos or whatever - you have to post a comment. This might be done on purpose - but if not it would be better to change it IMHO.

a) This isn't a bug -- it's just a configuration question.

b) It's configured this way on drupal.org for a reason -- we want to force all changes that happen on an issue to be visible with a history of what changed and when. If we made it so that people could edit their own issues, we'd have all kinds of problems with people changing things in ways that are confusing for people participating in the issue (and folks following the issue via an email subscription).
