I knew how to do this for the old version of Zen, but nowhere in the new template files do I find a reference to maintenance.css that I can change.

This used to work great:

But it is clearly outdated. How do I do it now without hacking /misc/maintenance.css?

I'm not sure if it is possible to do in Drupal 5. :-(

Maybe someone in IRC or Drupal's support forums knows the answer.
