Which will give us a %taxonomy_term wildcard loader function etc.

Initial patch is just the rename, looking at places to actually use the loader now.

taxonomy_menu is broken enough in HEAD that this depends on the changes in #305740: EOL Taxonomy Sprint: Add an Edit tab to term view pages (+ menu cleanup) - so I've merged the patch into that one.
