I would like to create a blog website using www.drupal.org theme. I was searching through their site if there is any legal bindings to them.

Can anyone help me to find the legal bindings if i use their theme in my site?

I don't know about the legal issues, but the theme on druapl.org is not published in order to preserve the drupal brand. There are nearly 300 themes available @ http://www.drupal.org/project/themes . I would suggest looking there instead.

This is just my hunch, but if the Drupal community wanted others using the theme on drupal.org you would find it listed on the themes page.

So, is it must to put the credit line in the footer of the frontpage?
Few guys are using drupal theme but there is not credit line in the footer.
Can it be called as terms and conditions violation?

You may not use the Drupal.org Blue Beach theme without explicit permission. If you do it is a copyright violation. In other words, you are stealing.
