The Edit Vocabulary page should have a link to View terms in the vocabulary, and probably vice versa.

admin/content/taxonomy/edit/vocabulary/1

The three operations: "edit vocabulary, list terms, add terms" should probably also be tabs across the top of each page in the vocabulary administration (as list terms and add terms are).
