Deactivating node_privacy_byrole breaks entire site under Postgres

If you attempt to deactivate node_privacy_byrole, you run into nonportable code, namely a REPLACE INTO command. This results in a system that nobody other than the admin can access. I've attached a patch which fixes it, and allows the module to be removed safely.
