I am wondering if this is possible feature to be added in the next release.

The download counter page is for everyone to see, it is not an admin page.
The information about who downloaded what and when is, however, logged. You can use a Drupal 6 module to use/save/read this information in any which way you want.

I am quite new to Drupal, would you mind tell me which module has function fits my needs. much appreciated.
