Hi, I'm using the theme "adt_envision" cannot remember where I got it from. Anyway I was wondering is their anyway I can make this a fluid theme?

There is almost always a way to make a fluid theme. But there is not a unique recipe to do that. It would depends on the specific theme.
You don't need to know a lot of drupal to do so but css and html. If you are not skilled in css nor html, you would need to learn them.
Making a fluid theme is not easy task( that's one reason why they are so valuated ), but with patience and work it shall be done.
If that theme isn't a contribuited theme and you're not giving any address to get it, it is pretty hard to help you with it.
