Make Subscription Fieldset Visible on Forum Topic Page

Maybe I'm missing something.. but I'd like to make the Subscription Fieldset visible on the Forum Topic Page. It shows up nicely once in specific Forum Topics. I could try and make the Subsciptions Interface block appear.. but I've already got it set to appear on every page so I'm not sure if I could make it work correctly that way. I was also thinking about doing something with views. Not sure what the best approach is. I've got a site for some users that are not going to get why they don't have a subscribe link on the page where new topics are going to be posted. Thanks.
