When I put view of default front page in one column of new panel page, the created panel displays content in all languages. So cooperation with internationalization support fails a little bit.

How is this a Panels issue? The view controls what it will display, not the panel; Moreso, the frontpage view is not normally language centric.

And Panels has no particular language control functions anyhow.
